I'd be surprised to see Blink still touring next summer. They aren't known for doing long touring cycles, and with Skiba saying to expect new Alakaline Trio in 2017, I don't know if there'd even be time for a tour.
Hmm good point. But considering the success of their album I dont know if theyll want to pass up 3-5 booking spots at major music fests (a hypothesis but a sadly reasonable one)
Bonnaroo deserves to be shut down if they think Bono is the savior they need for next year to rebound.
Whatever fest books them will sell out, guaranteed. They attract huge audiences throughout the world and like it or not LN, GV, etc are concerned about sales. If you book U2 there's a solid chance your fest sells out fairly quickly, and you'll likely move your VIP passes at a quicker rate due to U2's fan bases' age. Also, when was the last time U2 played a festival in the US? If a fest books them they'll do their best to milk it as U2's first US festival experience in the last 30 years.
Bono just confirmed today U2 is putting out Songs of Experience in early 2017 followed by a tour. you have to believe one of the big fests is going to make a run at U2. I have a feeling GV will try to lock them up for either Coachella or Panorama.

I'm pretty sure the founders said in an ama that prince and them were 1a and 1b as far as artists they've always wanted. They are also a cash cow for live nation if that matters.

While I wouldn't say it sells out for sure, I'll agree that it would lead to a big turnaround. U2 is massive and they would pull from all the surrounding states. Match them up with Drake and you would sell a ton of tickets to all age groups.

Empire of the Sun is supposed to come out with a new album this year I think. I could see them getting top 10 potentially if it plays as well as the last one did.

- Drake would be billed #2. Or else as a weak #1. NOT #3. Arcade Fire would be a very strong #3, but more likely #2. - Gorillaz are top 3 - Hall & Oates are probably lower. Around 10 maybe? - Major Lazer and Disclosure are both top 6. - Your 15-40 is wayyyy too strong. I'd expect about half those acts. Miike Snow and Local Natives would be a good deal higher.
Overall, none of the acts are unrealistic and pretty much all of them are in play, but there are just way too many biggish names

You're right that none of the acts themselves are unrealistic (besides U2, who afaik hasn't played a fest besides Glastonbury in the past 20ish years), but altogether it's way too wild.
I'm thinking next year could be a direct response to this year's weak lineup & sales, and the headliners will reflect that. They're most likely to be tepid about booking another jam headliner or another indie stretch headliner. So what are their options? I can think of three big ones:
Double down on non-jam legacy acts. For contemporary headliners, look to hip hop or pop. Push hard for a proven indie headliner, such as Arcade Fire or the Arctic Monkeys.
That could mean a top line like

No way are Fleetwood Mac anything but #1. I agree with your suggestions though, although it should be pointed out that Arctic Monkeys have never headlined a US fest

I've seen a lot of mocks along the lines of "Drake * Arcade Fire * Gorillaz" but who would be the Sunday headliner in these situations? Personally, when making a mock, it's hard not putting Phish, Dave, Neil,or Fleetwood Mac because I don't know who else could really close the fest
Edit * its been a while since Tom Petty so add him to that list. Bruce too but I don't really see him on Sunday for some reason

To address your points: 1.) I had a hard time picking the order of that top 3, and i really wasn't sold on it. I just didn't see Arcade Fire moving from a 2 to a 3.
2.) I think Gorillaz is even more of a stretch to book than U2, as we don't even know if they will be touring in 2017. However, looking at Kendrick in 2015, Jay Z in 2010, Nine Inch Nails in 2009, and Widespread/Kanye in 2008, Gorillaz at 4 is not a huge stretch in my opinion, especially if you believe this year's headliners are going to be incredible in retaliation to last year.
3-4.) I'm not sure why I put Hall & Oates so high. I think because Okeechobee billed them above The Avett Brothers. At Lollapalooza, Major Lazer and Disclosure are billed 8 and 9. If I move H&O, Major Lazer is 8, Disclosure is 10. Also, Chance and Lumineers could be moved.
5.) I honestly believe that my 15-40 is very strong, but not unrealistic. I should bill Miike Snow higher, but Local Natives is at 34 at Lollapalooza, and I have them at 33. I think if anything it just needs some rearranging.

You're missing the point... None of those bands would close the festival. Arcade Fire on Sunday? Never happen.
Mick Fleetwood said in a Rolling Stone interview that Fleetwood Mac are planning on starting up another two years of touring next year. Obviously them deciding to finally play a US festival would still be a question, but at least we know they should be active.
