I’m super uneducated on Lizzo, but how can she headline a major festival with only an EP and and Album available on Apple Music? This has been asked a bunch, I get her being billed in the Cardi B area, but how is did the rumor of her being HL tier begin?
i'm only slightly more educated than you are on Lizzo. I know she did have some earlier recordings on streaming services but she pulled them for some reason. So she's not a super duper new artist, she's just newly (and rapidly) risen in popularity.
i'd guess bonnaroo just wants to put a fresh face in a headlining slot, and it's a bonus that it won't cost as much as booking Paul McCartney. "established" headliners cost so much money that saving on one headliner should allow bonnaroo to spend a bit more on the midcard and still increase their bottom line.
An act playing SK doesn't rule them out for Roo in my eyes. Seeing as we've had one of their headliners be like #7 on the Too lineup before, maybe the other times we thought there was a strict radius agreement was really just a coincidence, or lack of interest from Roo/the act, or tour routing, etc.
If they are using Lizzo as a headliner to legitimately spend more on the undercard so that it's closer to 2014/15 levels, then I don't mind at all that she's a headliner. If the undercard ends up no more stacked than recent years then I will be annoyed. Because, although I'm a massive Tame fan, that trio of headliners can't be even close in cost to, say, 2017's.

Have there been any ownership changes/realignments since then? Or are they still both under the LN umbrella? Because that makes me feel like they'd be more likely to try to batch an act or two.

FWIW, and also disappointingly, she appears to have completely disowned her older albums, not acknowledging them at all in current setlists

totally. the only issue is, even if the midcard/undercard is objectively more stacked, meaning more expensive artists than usual, it doesn't necessarily mean it will be subjectively more stacked, meaning artists that we like. like if it's just 4 more bands like AWOLNation or something that would be disappointing.
but i'll admit the 2019 lineup gave me a lot more faith in bonnaroo's booking. not 2012-2014 level faith but more faith then 2016-2018.
Does MMJ not being at Shaky make them more likely for a return to the farm ?
i dunno. Bo Koster, the MMJ keyboardist, played in Roger Waters band on his last big tour, and he's announced a big summer north american tour for 2020. I think MMJ is kinda taking a break for a bit with just one off's and such. They don't have a "one big holiday" event planned for 2020, which means it's been on a two year hiatus now and they haven't put out an album since 2015's the waterfall. and 2019 was the 20th anniversary for their debut album and they only played a handful of shows.

Personally, I'm not doubting she could headline (although I wouldn't be shocked if she ended up being 4 or something since Phi wasn't 100%). But Post Malone was a good bit more popular than Lizzo is, and even with him tons of people doubted he could headline Roo.

The trouble with the first two points is that you’re comparing Post Malone after he headlined a bunch of fests to Lizzo before she wins a bunch of Grammys and headlines a bunch of fests. Doing those things is good for your career and will change those numbers.
It is weird to think that Lizzo would be considered bigger than Cardi B who played Which Stage this year. Also looking at past #4's (Kendrick, J.Cole, Chance, Future) her having the #3 spot is a little surprising, but still not unbelievable.

maybe i'm putting too much stock in bonnaroo learning from their mistakes, but maybe they saw the massive crowd at Cardi B @ Which this year, while the Lumineers played to a crowd of hundreds of sleepy fans and said lets not make that same mistake again.

Phi said that this year is also a step back from the more traditional format and we'll get more B acts so I don't think comparing past years is fair.

“Headliner” is a bit of a loose term anyways. Lizzo could be the 6th name and Phi’s source might still consider her a headliner because she’s playing the What late.

I'm supporting the idea of seeing Lizzo as being top 3. While that may be true, I still hope they book something bigger than Tool, Tame and Lizzo as that combination seems pretty weak.
The undercard is more important than just that 1 headliner that you're not interested in. For me I must at least like 1 headliner and a decent enough undercard to enjoy the festival while not feeling like I paid too much.
A combination of great headliners and a good undercard is a rare thing lately. If I have a choice I'd choose for a weaker top 3 with more to see during the day and late night. Tame and Lizzo don't feel like "big" headliners but I'd enjoy their show.
What do you guys think? Do you prefer bigger names that you like with a weak undercard or the opposite? Does it have to be both to convince you and others to attend? I'm not a fan of bitching about missing out on some of the big bands that are available. It depends what the festival wants I guess. Some years they decide for those big top 3 to sell tickets quickly, some years they focus on having the full experience and take a risk with the top 3.
Last year it was Phish, Childish and Post Malone which isn't really comparable with 2018 (Eminem, The Killers, Muse) or 2017 (U2, RHCP, The Weekend). 2020 could be a year where they try to book bands/headliners on the rise who will headline other music fests in the future.
Phish is always a headliner at Roo, Childish only reached headliner status since his last tour (did he headline fests in 2018?), Post Malone I don't really know, but he's not an established headliner for a long time. In my opinion Tool is the established headliner, Tame is like Post where they're difficult not to be booked headlining and Lizzo is the Childish where from 2020 she'll headline most US fests.
