I think counties often have law enforcement, too, although I think for counties it's usually a sheriff's department, whereas for cities, it's usually a police department. (This got me on a tangent because I was thinking that on Reno 911, it's the "Reno Sheriff's Department," which it is, but there is no such entity. It's the Reno Police Department and the Washoe County Sheriff's Department.)
In Carson City, NV, there is no county. It's just an "independent city" according to Wikipedia. (If you're filling out a form that asks for county, you just put in Carson City.) In Las Vegas, you hear Clark County referred to just as often as you do Las Vegas. I think there are five different cities that make up Clark County, but most people lump them all together as Las Vegas.
I live in Byron, Georgia, now, which is almost entirely in Peach County, except for one tiny part of it, which is in Houston County (which is not pronounced like Houston, TX, I have learned).
We do car registrations by county here, and my water and garbage are both through the county. Zoning is done by county (so, like, we didn't want to buy in Bibb County because you aren't allowed to have chickens, and we would maybe like to have some chickens one day).
There's another one for me. I don't think I have ever heard the term sheriff outside of TV and movies! I think of the double guns, the gold star, and tumbleweed when you say that. Car registrations, water, garbage, zoning is all town here. I guess our towns do rule our land like Wiki says.

When I moved from Bibb County to Houston County, I had to get my driver’s license updated first (which I was able to do online), and then go down to the county services building, where I basically just showed them my license and then they changed my address in the system. I didn’t get new tags or anything, so they still say Bibb County.

Here you only have to re-register if you move out of Orleans Parish. So if I was to move to Baton Rouge I would get a new sticker, but if I moved from Baton Rouge to Gretna I would be fine. I am not sure why we have a state inspection sticker but Orleans parish has their own and not the state one. They recently added 2-year inspection stickers in Orleans which is very nice.
Also, how do you not know if you vote on a sheriff?

Nope, no sheriffs, even for jails here. At least not that I can tell (it looks like the Department of Corrections are led by a board and then a commissioner). However, Google just taught me that we did, but the sheriff departments were abolished in 2010 in favor of state marshals. I don't really know what state marshals are either.
And cdevaney, I misspoke. Car registrations are by state. I was answering quickly and was just thinking of car taxes which go to the town.

IMO, the biggest problem here is that the system is so corrupt that anyone can go in with the best of intentions, but the corruption is just too much. It sucks them in. Every last one of them.

I have a special plate. It has the Long Island Sound and a lighthouse on it, and it says "preserve the sound." I prefer that to that pro-life for sure

Yes. Every county in Tennessee votes on their sheriff. It's just the head job that is up for election. Everyone else stays pretty static around here anyway. Obviously, people are going to gain and lose power depending on who is the head guy. From when I worked at the PD, there are two interesting stories regarding the sheriff office. 1) The city police chiefs are hired by the city. No elections. The political nature of the top job in the sheriff department creates a different culture within the sheriff where they are more prone to grandstanding and getting their name out there in case they ever want to run for the office. Police tend to just want to get the job done. They may talk a little trash in the office, but they generally care much less about their name being on an investigation/arrest/etc. 2) Knoxville PD and the Knox Co Sheriff are both pretty decent sized organizations that cover a lot of people. The main Sheriff office is actually in downtown Knoxville even though they don't have jurisdiction within the city. Both departments use the county jail as their main destination for those arrested. The jail is ran by the sheriff but more people are arrested by the police. As you might imagine, there is a bit of a rivalry. In the past under a previous chief in both departments, they had to institute a policy where they would not let a police and sheriff cruiser in the sally port at the same time to drop off prisoners because they had to break up too many fights between officers and deputies. For some reason, they didn't think this looked good to do in front of prisoners.
I find that I like using my e-pen (obviously greens only) when I'm walking down the block and past a bunch of cops. Like at this juncture, yea, I want to see if you have the time/balls/stupidity to bust down a driven-looking black man in the middle of Manhattan over smoke. Because back in the day when it was a flower more often, y'all was ready to troop that block.
