If you're looking for a great free festival and you are within range of south Louisiana check out Festival International in Lafayette, LA. I am originally from Lafayette and this is one of the best things that happens there all year.
This year it's April 23-28. Unfortunately the lineup hasn't been released yet (where have I heard that before) but it's usually a mix of artists from all over the world and all styles of music.
It's not a camping festval, but it's free to get in. The music goes on Thursday night, Friday night, and all day Saturday and Sunday. Last year, the Saturday night big show was Balkan Beat Box and they really rocked the house.
I can't recommend this festival enough, I have been for the last 6 years and had a great time every year.
